Tag for the question, not the project
A library organised by past tender name is a filing cabinet, not a tool. Tag each entry by the question it answers — mobilisation, governance, social value, safeguarding — so a writer under deadline pressure can search by what they need, not by what they remember calling it eighteen months ago.
Keep provenance attached
Every reusable answer should carry where it came from, when it was last checked, and who owns updating it. An answer with no owner quietly goes stale, and a stale statistic reused in a live bid is worse than no statistic at all.
Make editing cheaper than copying blind
The failure mode is not reuse — it is reuse without adaptation. Build the habit of treating every library entry as a strong first draft for this specific buyer, not a finished answer. The library should save the thinking, not replace the tailoring.
- Review entries on a fixed cycle, not only when someone notices they are wrong.
- Record usage, so entries that never get reused can be retired or rewritten.
- Prefer a smaller set of well-maintained answers over a large archive nobody trusts.
A content library is only as good as the next person’s confidence that it is still true.
